INT stats in equipment not increasing skill memory points, but INT stats in talent tree gives 2 additional skill memory points.
Also when i have enough point to put skills I need in my build and decrease my INT (with memory points). I can still use all my skills selected. As you can see in picture i have 18/16 mem. points

so i think latest patch fixed it. last time it happen when i logged off before patch and logged on after patch. but when i logged off after patch and logged back on after a while, I had my items. don't know if it's related, but for test i created toon to test if my main character is bugged. had no problems with toon. toon was created after the patch too.
I don't receive any points for completing quests lately. Even POST A MESSAGE ON THE FORUMS (DAILY) is showing finished over two days now.
