What makes Fractured different than other games? Other games have impressive player economies, house building, etc, so what makes Fractured different?

If someone has the 25$ pack and I want to get them the 50$ pack do I have to pay 50$ or can I gift it to them for 25$ because that’s what is between 25 and 50? So like they have the 25$ pack but I want to gift them the 50$ one and I’m not sure how much I would pay to get them that.
