What they need to work towards? That's a complicated question. On the one hand, you want the developers to be most efficient, so, working on what is easiest implemented at this point in time due to potential overlap and interaction with other systems they are working on right now. On the other hand, a crowdfunded project needs income, so, whatever attracts most people with a high retention rate.
What I personally like most would be trolls and pets, but I am odd and thus my opinion should never matter in such 'surveys'

I'm looking forward to that test and hope you manage to accomplish Trolls, even though I know it's a low priority item
The need for maintenance is certainly going to skew the way people act and hand out slots in a city, I'm eager to see that develop! -

Why would you waste time and effort on fixing something, when you later down the road have to rework the mechanic again and are likely to discard your 'fix'?
I have an odd feeling people aren't used to seeing how software development works especially for small companies where every cent counts. -

It kind of is the price you pay for playing a multiplayer game solo. Interaction with others has to pay off to some degree, or nobody would do that, just like PvP requires reward for taking a risk. As @PeachMcD mentioned, people specializing on gathering and crafting want an incentive to sell their products and guilds/cities more than likely advertise with lending you a hand in the beginning in the hope that you later down the road return the favor.

There's likely multiple reasons for this. First and most important of all, as the game is party crowdfunded, you are forced to 'attract' players. This is done through presenting them functionality and content. Then there's a good possibility that some of the bugs/glitches are in code that would have to be worked on for future patches anyway. So, instead of fixing things now and working more on it later, it's more time efficient to do it in one go when you are fully focused on that part. And there's a couple more reasons, but well...
