@Specter I know, in the last test, I got I key, but I checked my e-mail too late (1 day after the end of the test). After that I'm very active in the forum, waiting for an opportunity to play, but I think I'll not able to play now, right? It is so frustating 
I also post to all my friends in discord and forums to try to get a key (there is a topic about that), but not happens atm.
I'm looking for an e-mail that allows me play the next test ^^

I think I understood wrong. But in the post says that even I don't have governor access or above I can still select an existing town on the map.
But didn't work.
How do I join in a city? I have adept pack, If I join I can play in the next test right?
